How do I enable the WordPress admin bar

Hi! 
When I use any other theme the WP Admin bar appears, but when I switch back to EDS Bootstrap pro it disappears. 
I’ve removed the theme and all files,  and did a fresh install, and I’ve “reset all options in the theme controls. 

I really need that Admin bar, it’s such a pain to try to edit pages without it.
